If we increased the volume of the chemical compound in the atmosphere we must be able to regulate and decrease it now and in the future.

According to Google, it dissolves in water, also it is present on different levels of the atmosphere. Spraying water or another compound to dissolve CO2 easier on a daily basis year after year in upper levels of the atmosphere using a whole network of zeppelins? is also possible as well as reduction of use of burning fuels. Go enforced bikes from cars and it will resolve by itself.

Water actually could be sprayed from tops of the mountains and skyscrapers directly in atmosphere by system of sprinklers. Or other more reactive to CO2 solution instead of simply water.
